This is a known issue and we have already tried the solution proposed in a
previous post by Peter Yang. Unfortunately we have the still issue. Does
someone have any other ideas?

You are running a hotfix build 1406 not RTM 1399. Have you tried to install
SP1 first? Seems that SP2 might not like upgrading 1406.

|||Check compatibility with the .NET framework 2.0 and any service packs.
Check the logs that the install creates during installation. It will have
more details on the particular error. Should be in the 90 sql server
directory

SP1 had failed too with exact the same errors. This is a known issue, the
problem is that the workaround proposed by Microsoft is not working in this
case.

|||I have checked the logs you are talking about. All the logs suggest no
permission to unzip the hotfix. The installation fails because the package is
not were it should be.
